On November 21, 2024, Daito Trust Construction Co., Ltd. (head office: Tokyo, Japan) reached an agreement with the University of Singaperbangsa Karawang (UNSIKA), a national university in Indonesia, to establish the Daito Trust Specialized Course (“Course” hereinafter), a program intended to train construction management engineers. The goal is to secure capable human resources from overseas against the backdrop of the challenge of securing adequate human resources in Japan due to declining numbers of science and technology graduates, restrictions adopted in 2024 on overtime work in the construction industry, and other factors.
Plans call for the Course to begin training students in August 2025. The wide-ranging curriculum will include classes on preparing for the Japanese Language Proficiency Test and First Class Building Operation and Management Engineer certification as well as classes to learn about Japan. Student applicants who pass the initial screening will be enrolled in the class on preparing for the Japanese Language Proficiency Test (JLPT). Secondary screening is planned for those of students who pass the JLPT at level N2*1 by March 2027. Once hired, the students will attend classes to obtain First Class Building Operation and Management Engineer certification and lessons to learn about Japan before coming to Japan in December 2027. They will work in construction management under employment conditions comparable to those for employees hired in Japan.
We are striving to hire capable construction management engineers from overseas. In September of this year, we chose five students from Tashkent State Technical University in Uzbekistan. Launching this course, our first specialized university course, is intended to accelerate these efforts.
*1 Of the five levels of the JPLT (N1 through N5, in order of difficulty), the N2 level indicates understanding of Japanese in everyday use and some understanding in a wider range of contexts. In December 2022, 33.1% of JPLT test takers passed the N2 level.

We are delighted to conclude this agreement with UNSIKA. In light of declining numbers of science and technology graduates and restrictions adopted in 2024 on overtime work in the construction industry in Japan, Daito Trust Construction faces a pressing need to secure capable human resources from abroad. We have high hopes for the results of this specialized course and the graduates hired, who are expected to play important roles in our businesses from the start. In addition to providing information on life in Japan and construction industry expertise through this specialized course, we will help the hired engineers quickly adapt to life in Japan and continue to thrive in the nation over the long term.
